Cosmetic packaging test

Cosmetic packaging refers to all products used to receive, protect, carry, transport and give away goods, from raw materials to finished products, from producers to consumers. Packaging not only gives the product basic protection, but also provides invisible added value. Cosmetic packaging is divided into two categories, one is outer packaging, and the other is direct container. Different packaging categories have different requirements.


Cosmetic container test (container test)

Article 4 of the EU Cosmetics Regulation (EC) No 1223/2009 appendix stipulates that cosmetic containers must provide information on purity, impurities and stability. The European Cosmetics Association (Cosmetic Europe) guidance document listed cosmetic container standards and tests should refer to the requirements in the EU Food Contact Material Regulation (EC) No 1935/2004, such as the Plastics 2002/72EC Directive (now upgraded to EU Regulation No. 1282/2011) and ceramic (glass) 84/500/EC directives.


European Packaging and Packaging Waste Environmental Directive 94/62/EC and its updates 2004/12/EC

The Directive 94/62/EC of the European Parliament and the Council of the European Union on packaging and waste packaging was implemented on June 30, 1996. The directive covers the EU domestic market regardless of whether it comes from industry, commerce, office premises, shops, service places , General households or other sources, no matter what kind of material is made of all packaging and packaging waste.


The purpose of Directive 94/62/EC is to harmonize the management methods of packaging materials by EU member states in order to reduce the impact of packaging and packaging waste on the environment and to ensure the smooth operation of the EU's internal market. The Directive’s control of packaging waste is mainly aimed at prevention, reuse, recycle, and recovery.

The directive stipulates the total content limit of four heavy metals of lead, cadmium, mercury and hexavalent chromium; stipulates that each member country must reach the specified recovery rate within the specified time limit, and the packaging materials must be clearly marked and indelible identification marks, related packaging The material label is based on Decision 97/129/EC, which includes the abbreviation, short code and material classification label of the packaging material.


EU REACH Regulation Test (SVHC Screening Test)

The list of SVHC (Substances of Very High Concern) listed in REACH (Regulations on Registration, Evaluation, Licensing and Restriction of Chemicals) includes CMR (carcinogens, substances that induce mutations in organisms, reproductive toxic substances), PBT (persistence, bioaccumulation) Sexual and toxic substances), vPvB (high persistence, high bioaccumulation substances) or similar substances. SVHC are chemical substances that are very harmful to humans or the environment. The use of containers containing SVHC substances to hold cosmetics may cause such harmful substances to migrate into the finished cosmetics and violate the cosmetics regulations. Therefore, it is recommended to use SVHC-free materials as cosmetics Packaging Materials.


The Toxic Elements Act of US TPCH Packaging Materials

The Coalition of Northeastern Governors (CONEG) is a non-partisan local organization established in 1976 by the chief executives of the eight northeastern states of the United States.


The Toxics in Packaging Clearinghouse (TPCH) was established in 1992 to promote the Packaging Toxicity Act originally drafted by the CONEG Resource Conservation Committee in 1989. The purpose of establishing this statute is to reduce the content of four heavy metals (mercury, lead, cadmium, and hexavalent chromium) in product packaging and packaging ingredients sold or distributed in various states in the United States.
