On May 25th, the 2020 National Cosmetics Safety Science Promotion Week, sponsored by the State Drug Administration, was officially launched. During the publicity week, under the guidance of the State Food and Drug Administration, the China Association of Fragrance, Fragrance and Cosmetics Industry and seven well-known cosmetics companies initiated a nationwide green recycling plan for empty bottles and other cosmetic packaging materials, actively guiding consumers to establish green consumption awareness, and from Stop the flow of empty cosmetic bottles into the counterfeit depressions at the source to protect the rights and interests of consumers.

It is reported that the recycling and reuse of cosmetic packaging materials is nothing new. Some people in the market specialize in recycling various types of cosmetic empty bottles, which provides conditions for the manufacture and sale of counterfeit cosmetics. Due to the low cost and high profit of counterfeiting, cosmetics have always been the 'fat' in the eyes of counterfeiters, and the recycling of empty bottles of genuine cosmetics has become the source of such counterfeit industry chains.
On January 3, 2020, a judgment case published by the China Judgment Document Network showed that from the beginning of 2016 to December 2017, criminal groups such as Wen and Song purchased packaging materials such as empty cosmetic bottles and cartons to produce their own products. Fake and inferior cosmetics were sold on social e-commerce platforms as genuine products, and the amount involved was nearly 1.5 million yuan.
'In recent years, more and more such fake and inferior cosmetics have flowed into low-cost social e-commerce platforms, which has caused great harm to consumers' physical and mental health.' Under the guidance of the Bureau of Supervision, a green recycling plan for packaging materials such as empty cosmetic bottles was initiated, with the goal of cutting off the cosmetics manufacturing and selling industry chain in the counterfeit depressions from the source, and establishing a green consumption concept across the country.
It is reported that the theme of this event is 'Green Recycling, Start with Me'. At present, 7 well-known cosmetics companies, including L'Oreal, Estee Lauder, Shanghai Jahwa, Shanghai Qingxuan, Shiseido, Procter & Gamble, Coty, etc., have joined the empty bottle recycling program, covering 14 well-known brands such as Lancome, Hailan Mystery, and Ke Yan. The brand will carry out related green recycling activities for a period of one month.

The State Food and Drug Administration pointed out that cosmetics, as products that have direct contact with the human body, will cause great harm to consumers' physical and mental health if they are involved in fake products. 'Through this empty bottle recycling program, I look forward to escorting the people's makeup safety. At the same time, I also hope that the whole society will prevent and control counterfeit depressions like the epidemic prevention and control, and establish a correct consumer awareness.'
